碩士 === 國立海洋大學 === 漁業科學系碩士在職專班 === 91 === Abstract Seeing that the remarkable effect upon imposing closed fishing in China as well as one of the most feasible and successful management measures to protect fishery resources in coastal sea and offshore; therefore, this paper has probed into a theory of closed fishing for resource management, analyzed the Chinese experience on closed fishing and the current system of closed fishing in Taiwan, and finally proposed proper measures to government for reference to expect to promote a sustainable use of fishery resources. It has earned a highly estimation internationally upon closed fishing, which has been put in practice in China since 1995 because of whose remarkable benefits on ecological environment, economy and society. Besides, with Total Allowable Catch (TAC), it is gradually regarded to use closed fishing to cut off catches on international fishery management. It is strategically in the process of taking short-term effect on closed fishing, which belongs to the precautionary measures of responsible fisheries, but could be carried out for long-term running on the basis of a resource assessment since Taiwan now faces the impacts on outstanding results of closed fishing in China and her WTO entry. Even so, in Taiwan which has an excellent efficiency on reserve and nurture for Hansen, Anchovy and closing rivers by closed fishing in recent years, which is consequently worthy of continuously popularizing, and that it is the same resource management on closed fishing as in China. In view on fishery resources and fishery economy, it is the most critical measures for fishing management to draw up the stock; carry out closed fishing; and limit fishing quota.
