碩士 === 國立海洋大學 === 航運管理學系 === 91 === Abstract The purpose of this study is to discuss the problems of Harbors in Taiwan making a charge of equipments, especially to the mistakes in the contract of cooperated-building, free-rent years, and the management fees. When a company build some infrastructures such as buildings and warehouses in the Harbor Bureau, how many years do the Harbor Bureau could not ask the company to pay the rent, and how to calculate the free-rent years. This study will analyze where the problem is and find out the correct way of calculating the free-rent years and management fees. Besides the free-rent years, the Harbor Bureau also takes the management fees, and it is different from each Harbor, including the guaranteed ridership. This study takes a case-studying (for example: Taichung Harbor Bureau) to illustrate the problems of fixing price, and using the technique of financial engineering for Harbor Bureau to make decision of investment. And then find out the free-rent years and management fees. This research also suggests that the way of solving the problems of management fees is trying to make integrated society benefits maximum.
