Aviation safety refers to issues of aircraft damage or people injured which caused by mental carelessness, machine failure or bad weather. Aviation security confers about people injured or dead because of malfunction on ground facilities and aircraft that caused by intended destroy. Aviation security may seem to be a symbol of national security, it occurs as threaten of a nation’s safety. Because aviation security is related to personal intention which bring great damages or even deaths. It is very difficult to find a way out to prevent it. The main purpose of this research is to make a survey of the tendency toward international aviation security development, and to analyze the existent constriction of aviation security in our country. Furthermore, we should plan out strategies of aviation security development in the near future by observing the tendency toward international aviation security development and try our best to solve urgent problems efficiently. In the beginning of the research, we used the Ground theory, by the steps of open coding, axial coding and selective coding to collect relative references and information, and organized the perfect structure of aviation security composed of aviation security system and aviation security scheme. Meanwhile, we combine Delphi method to calculate the consensus deviation index(CDI) with investigations of all the suggestions and advises by all the experts whom I interviewed. The strategy of aviation security development is approximately divided into aviation security system and aviation security scheme. By the demand of discretion, we figure out a strategy according to the characteristics of both the aviation security system and scheme. And the development of strategy must rely on the connections and assistance of relevant measures. Therefore, the most important thing of this research is to put it into practice.
