One is to examine the content and mechanism of school-based management and to investigate the current school decision-making process on school operation in Tainan county elementary schools and the school’s attitude toward the practice of school-based management. The other is, based on the findings, proffer recommendations that may be helpful in the future promotion and implementation of school-based management in Tainan county elementary schools. The study employed comprehensive literature review and a mailed survey, and qualitative semi-structured interviews conducted to a sampling survey of the population of Tainan county educational staff and personnel. Based on the analysis of the data, the findings are as follows: l Schools need to prioritize the area for the implementation school-based management; l A school management committee is the decision-maker and all membership participates in the decision-making process and share responsibilities; l It is feasible to implement school-based management and schools are willing to try to practice the model; l The current school operation mechanism has its advantages to facilitate the implementation of school-based management; and l Tainan County can try to push for school-based management through multi-schemes. The recommendations, therefore, are listed below: l To Tainan County Education Bureau: The Bureau should form a Education Review Committee; l To Tainan County elementary schools: Schools should have a School Review Board; l To teachers: Teachers should devote to the community, enforce learner-centred learning, respect school authority, encourage parents involvement, continue learning, and be flexible; l To parents: While taking part in school’s reform plan and policymaking, parents should be in a rational manner; and l To Minister of Education: The Minister should take a role in reviewing and reforming policies and clearly define the context and regulations of school-based management. none 顏火龍 2003 學位論文 ; thesis 251 zh-TW |
