Lin 英文摘要(Excerpta) Among many sectors of semiconductor industry, wafer manufacturing foundry and IC design service are examples that builds their competence on high quality and knowledge based R&D resource, cumulative IP and copyrights. KM is one of the most important routine activities from managerial point of view. Proper creation, storage, usage and protection of IP are vital to organization efficiency. We studied six reputable semiconductor companies through management interview and employ survey, and focused on “Knowledge Management Strategy on Organizational Learning Behavior” within the scope of “Strategy of IT System, Strategy of HR Management, Personal Characteristic, Outside Environment, and Organizational Strategy.” We have interviewed five R&D directors(Table 3-1) to know their understanding of KM, and execution of KM within their corporation. We also surveyed a number of R&D staffs over a questionnaire that was designed based on the management interview results, to explore the effect of “Organizational Learning Behavior” according to several factors. Our study shows that 『Both the IT System and HR Management System as well as the company strategy will have profound impact on the “Organizational Learning Behavior.”』, The results clearly support our original assumption. However, the “Incentive” scope did not receive enough support, it is an interested topic for further study. No matter which “KM Strategy” a company adopts, it should match the company’s competition strategy. Our study also found that the “Management’s support and involvement” is indispensable. The leader must nurse a learning culture in their organization, continuously state their vision on KM and enhance their execution. They should make sure of employee’s understanding of company mission, encourage broad participation and involvement, and build a Learning Organization. From the management interview, our study also indicated that while the companies would like to implement the KM, firstly, they should links the individual departments and/or persons to come out with a mutual understanding, properly select an IT System which would be suitable for the company need, and create an environment for learning, that would be very much helpful for KM; secondly, the leader must set a clear mission for KM and keep his supporting to the activity; finally, the “Execution” is an important success factor for KM. Our study report stated, the effect of KM can not be achieved rapidly, once the companies would like to implement the KM program, they must setup their KM strategy with the consideration from different scope such as IT Application, HR Management, Organization Culture, and realize their decision in execution. The management also must recognize the KM is not an oral mission, it’s an important activity to maintain their long-term competitive competence。 Keyword: Knowledge based Economy、Learning Behavior、Learning Organization、KM、IT、HR
