Abstract
IC industry is one of the fastest growing industry in the twenty-first century. Meanwhile IC industry is a knowledge intensive high-tech industry. IC is so called "the rice of industries".
Taiwan has constructed a most competitive IC industrial infrastructure in the world by the endeavors of government, research institutes, universities and industries in the past twenty years.
Both Taiwan and Mainland China have entered WTO in the end of 2001. Under the principle of international division of operating and comparative advantage, the competition for IC industry globally will be increased day by day.
We predict Mainland China will be the second largest IC market next to American market worldwide within 10 years. By means of the fully supporting of preferred-tax policy provided by government of China, abundant resources of electricity, water and land. The government of Mainland China invest and focus on the IC industry in the ten years before and after.
For the sake of continuing the life-cycle of enterprises and increasing the competitive edge of enterprises, Taiwanese enterprises must strategically utilize the advantagies from the two sides to implement the division of operating to optimize the allocation in capital, technology, human resource and risk diversification.
China can be one of the most important manufacturing center globally in recent years. This research analyze the comparison of the two sides of the progress in development on government, research institutes, universities and industries at first. From the demand and supply point of view, Taiwanese IC enterprises can use the best geographic location verged upon the south-eastern of China and the same race with China to develop and create a competitive advantage so as to both Taiwan and Mainland China become the paradigm of IC industry in the world.
