In order to prove its practice, it had a trial run of the system for students’ test by a subject of mathematics in grade 5 of an elementary school and operated the system for teachers’ item banks by a subject of mathematics in high grades of an elementary school. Besides testing the efficiency of the system, the study also surveyed through the experience questionnaire to discuss the effect of these designs on participants and the possibility of their further development. The system decided to use Competence Indicators as essential in searching the characteristics of items, while in order to match the computer equipment and human resource in elementary schools and consider the practice of Grade 1-9 Curriculurm. It hoped to get rid of limitation because of changing a textbook. It would like to let teachers choose those match their expect to proceed tests. Further the research could establish the system that can form test papers and take tests. In addition to use New-style tests as test form, this system also had many functions, such as item banks based on Competence Indicators, show on web interface, decide numbers of items in each test paper at will, addition of items into item banks, sign in for teachers and students into the system, time reminder and limitation, showing distribution of grades in a class, immediate analysis of test results, many persons do a test at the same time, identifying item difficulty and discrimination of a test paper, analysis of own grades and enter password before starting a test for consideration of safety. Such a way would save time that teachers spend in grading and writing grades on score report. Teachers would have more time to study. The analysis of a test paper would let teachers know the benefits of every test paper and take them as reference. The system opened to 208 grade 5 students and 72 teachers. The operation was good and rapid. It proved that this system could be applied in elementary schools. According to survey from experience questionnaire, the main findings were concluded as follows: 1. The emotion reaction of most students to doing online tests tended positive. 2. In comparison between paper and pencil test and online test, most students didn’t have negative view. 3. In online test, most students like active pictures than motionless ones. 4. Most students tended to know the grades immediately after finishing the tests. 5. Most students liked to have time remainder during the test. 6. For the difficulty in learning this system, most teachers tended not to be difficult. 7. For the difficulty in operation, most teachers tended to be easy. 8. For the satisfaction with the total system, the answers from teachers tended to be positive. 9. For the acceptance to online item banks, most teachers felt that the computer was suitable to form test papers. 10.For the willing of most teachers, they would like to share their items to this system. 11.For the satisfaction with respective system functions, the reaction from teachers was positive. 12.More boys than girls could accept online tests. 13.Those who liked the computer very much were more interested in online tests. 14.Those who operated the computer well accepted the online tests more. 15.In learning online system and the acceptance of online item banks, male teachers agreed more than females. 16.For teachers whose seniority below 5 years, they operated and learned online system better than others. 17.For teachers who operated computer difficultly, they felt online system more difficult than others. Finally, according to the above results, the research described related suggestions to educational administration departments and further studies about the online item banks and exam system.
