碩士 === 國立屏東科技大學 === 土木工程系碩士班 === 91 === Abstract The development of public engineering construction is the basis of economy development, it relates with civil life and national growth closely. Due to the difficulty of national funding (budget), public engineering construction becomes an important task to those law makers and civil servant. Since the rapid change of commercial & industrial activities, there are many people move into city. Therefore, more and more housing and land are needed for the increasing population. This research emphasizes on the systematically structures of Taiwan area urban public construction development plan overviews and evaluations. The purpose of this study is to analyze the real demand and objectives of public work development plans. By gathering statistical data, cultural heritages, phone and questionnaire survey results, the present urban public work development and analyze the latency problems of executed plan are explored. Furthermore, a few solutions to those problems by examining construction by-law and regulation are recommended, to see those constructional policies whether fits present world. For example, the problem of public domain and the latency of administrative public, the summarized conclusions can understand truly needs of public plan. Hopefully, by persuading better the performance and effectiveness quality of public work development; it shows general public a great reference to see those politicians and governed administrator’s esteem. keyword：Public Engineering、Urban Planning
