But each function of teaching evaluation is seldom to be developed entirely. Teaching evaluation is even more simplified to be the synonym of examination and test. However, the direction of education policies presently is hoped that teachers can make use of evaluation method include not only quality but also quantity, not just give priority to the quantitative evaluation. This evaluation is the key point of qualitative evaluation. The researches of qualitative evaluation presently in Taiwan is very few left. Fortunately with the progress of information technology and computer-assisted evaluation, we are going to realize adding glory to the contribution of education technology. The main purpose of this study is to design and development the system － Design and Development of Computerized System (Rubric Processorfor) Qualitative Assessment to fit the teachers’ need.
