The study was carried out through literature reviews and questionnaires on Kaohsiung County junior high school teachers who were sampled from 12 large, medium, and small schools. Totally 158 questionnaires were developed, and 139 were returned validly. The statistical analyses were made by frequency table, percentage, mean, standard deviation, Chi-square test, and one-way analysis of variance. The results of the analysis are as follows: 1. Junior high school teachers utilizing instructional media were influenced by school environment and their personal media backgrounds. 2. Integrating traditional media with computers as instructional tools is not widespread at most of Kaohsiung County junior high schools. 3. Lack of software and the usages are the main obstacles of utilizing instructional media. 4. The main task for Kaohsiung junior high schools to improve media utilization is to strengthen the management of instruction media. 5. To establish a fully or regional instruction media department is the best way to solve the problems of using instructional media at Kaohsiung junior high schools.
