The World Customs Organization has therefore revised and updated the Kyoto Convention to ensure that it meets the current demands of international trade. The use of risk management techniques is one of the core principles.
Except for transhipment, Taiwan Customs has already established an import and export expert system. In recent years, the growth rate in cargo transhipment has doubled in Kaohsiung Harbour. It is more urgent to establish transhipment risk management system.
In this study, the generalized linear models are used as quantitative risk analysis method. The empirical results indicate that the smuggling rate is influenced by three explanatory variables: route, carrier and terminal. There are eight scenarios with different risk levels, Customs can take it for transhipment control reference.
