The domestic banks’ non-performing rate has increased due to two reasons. One is the problem of unemployed, the other is the loan which the loan department to personal or harmfully companies. The unemployed rate must be solved by the government’s policies. As for the problem of the bad debt, they usually use the principles of 5C and 5P to estimate the customer of the Credit Granting, but it is not really work. Because the Credit Granting Decision depend on the collection data and with the subject judgement of psychological to decide the customer Credit Granting and loan decision. Therefore, this essay prepare to adopt the Anchoring and Adjustment Heuristics of the Psychological Decision Theory. To test the loaner when making some Credit Granting Decisions whether or not the debt happened is due to the bias. The results of our study were: 1、When subjects estimating numbers of bed debts, they would be affect by the anchoring effect and the size of anchor. 2、When subjects evaluating risk informations, they would be affected by the anchoring effect. 3、When subjects referencing risk informations to criterion credit investigation scores, they would be affected by the anchoring effect. 4、When subjects evaluating prior probabilities, they would not base on general probability theory, they usually be affected by the anchoring effect. 5、When subjects calculating prior probabilities, they would not be affected by the number of events, but will be affected by the style of events describing. The domestic banks’ non-performing rate has increased due to two reasons. One is the problem of unemployed, the other is the loan which the loan department to personal or harmfully companies.
