Summary:碩士 === 國立高雄第一科技大學 === 營建工程所 === 91 === In the last two decades, due to the shortage of budget, Taiwan government allowed private sectors to involve in the BOT projects of incineration plants in order to satisfy the growing need of handling the increasing amount of garbage. In 1991, Taiwan government approved the plan of building twenty-one incineration plants, of which five were planned to be financed and operated by government and eighteen were decided to be delivered by BOT method. This research uses the above projects as the study samples. Based on the operation records and the questionnaire of the people involved in the projects, it is expected that the performance results can be evaluated and the key successful factors can be identified. It is found that the BOT projects, which are operated by private firms, are successful in terms of reducing the government expense and cost effectiveness in comparing to government plants, and the main successful factors are (a) the revenue of generation of electricity, (b) the fee of handling garbage, and (c) the conditions of contracting the plant operation.
