碩士 === 國立高雄第一科技大學 === 風險管理與保險所 === 91 === The purpose of this study is to analyze the policy amendment effect on the behavior of medical demand and health insurance expenses. A different approach from previous related researches is proposed and explored by applying Self Organization Map (SOM). In this research, two phases analysis is proposed for the intended purpose: The first phase, which provides a base foundation for the next state, divides different medical-demand behavior into several groups by using the SOM neural model as a classifier. In this stage, the ACG classification system is referred as a statistics standard for the good fitness of grouping. In addition, this state of analysis will be applied before and after the policy amendment. The SOM trajectory analysis, in the second phase, is provided as one of the main tool to decide if some specific medical cases have changed their behaviors. If they did, then further inspection is continued on the causes that lead to such differences.
