Based on qualitative methodology, using participant observation, interview and documents review collection to analyze data. After the study, the researcher reports as the following: (1) The primary school principal’s administration using school-based management a. Schoolteacher manipulates the curriculum. b. School principal operates the fund. c. School principal governs the personnel system. d. School principal highly involves administration than on school’s management. e.Parent-teacher associationinvolves school administrative affairs partially. (2) The dilemma and adopted policies a. School principal operates the fund but with restricted contribution. b. The scope of the primary school is extensive beyond control. c. Some of the primary school faculty don’t accept and identify with school-based management themselves. d. The school-based management policy is too indeterminate to administer a primary school. (3) Conditions are favorable for school-based management a. The philosophy and administration of the primary school principal. b. The primary school faculty accepts and identify themselves with school-based management. c. Educational government organization draws up and sets into action of the school-based management policy. d. A rationale scope of school is appropriate for school-based management. And the researcher concluded as the following: (1) Improve the schoolmaster’s administration a. To link up with opinions between the faculties. b. To observe progress and modify methods of school-based management on regular basis. c. To encourage the faculties taking educational courses continuously of school-based management for getting involved the school administration’s affairs. (2) Suggestions for educational government organization a. To establish school-based evaluation system to assure quality of control. b. To enhance the school principals and faculties’ cognition and practice of school-based management. c. To empower schools of different levels to handle their own budget. d. Reception classes are suitable for the school-based management. (3) Suggestions for future researches a. Using triangulate methodologies to verify the studies about school-based management. b. Comparing different schools among which using school- based management to administer school affairs. c. Probing the school’s culture and atmosphere affect the administration of school-based management. d. Evaluating outcomes of school-based management in different points of view, such as faculty, student and superintendent. e. Probing the school-based management’s impacts to a school organization. f.
