The schools responsible initiate the plans, then execute them, next organize and operate in terms of administration, teachers’ consultation understandings, school consultation culture. The alteration of actions of program may have varied effects. This study is aimed to explore the effects of three-on —one program on the consultation culture of schools responsible for the trail practice, and analyze the related measures and their aspects. The consultation culture of school would show differences because of the school background, program focus on execution and its content. The study therefore adopts the research method in a way of case studies, mainly working with interviews, then making observations and analyzing papers. In addition, the study explores school staff’s understanding and their ways of dealing in this program. The research process is divided into two stages — preliminary research and formal research. The preliminary research assists researchers to access the site and understand important research issues; the formal research is to explore further research issues The findings of the research reveals: school consultation shows multi-faced aspects, including the induction and analyses of growth of students’ learning, teachers’ teaching consultation, coordination of administration, and parents’ active participation, etc. The effects of the application of TIC, Three-On- One Program on school are: 1. Considering both tangible environment and intangible environment, mental environment and physical environment; 2. Administrative integration; working together with concerted actions; 3. School’s egoistic learning attitude; 4. Refined educational ideals and practice; 5. Campus culture with humanism. As the aspect of research, some suggestions have been offered, including to educational administrative institutions. Suggestions are: school systems require to be clearly defined, and administrative organization be flexible regulated; the application to be fully practiced to fulfill educational proposes; educational change program is integrated to be a mainstream of education; full-time consultation teachers or professional consultations are to be installed. Suggestions to the school responsible for the trial practice are: every strategic content should be well applicable; Study effects are to be fully assessed to make sure to reach professional standard of teaching. Teachers are encouraged to actively participate in TIC (Three On One) Program; job assignments are to be properly adjusted to achieve better effects on execution; the source of network is to be properly renewed, and consultation performance enhanced; all teachers are responsible as class mentor to make consultation system fully applicable.
