Summary: | 碩士 === 國防管理學院 === 國防資訊研究所 === 91 === In a knowledge-based economic era, the development of science and technology (S&T) are the key to a sustained national competitiveness. Evaluating research capacity of S&T is to audit the current status of a nation’s development. The research resource is restricted; its allocation would depend on the performance evaluation for a research organization. Therefore, S&T performance evaluation for a research organization is an important issue in my country.
This study is based on a project entitled “An Integrated Planning System for Evaluating Research Capacity of Science and Technology”. This project proposed an integrated planning system for evaluating research capacity of science and technology and four dimensions, 14 mid-level indicators and 73 bottom-level indicators were used in the evaluations. Some information of S&T research projects executed by a R.O.C. military research organization is collected by this study. Analyzing and mapping this research performance information to the 73 bottom-level indicators of the evaluating system, 15 indicators in the 5 mid-level indicators are highly correlated. A data mining tool is used to understand interrelationships among these 15 indicators. The K-mean and EM clustering data mining skills are used. The mining results show the same weight ranking of bottom-level indicators in the mid-level indicators is less than 60%. This result reveals the different characteristics of R.O.C. military research organizations.
Due to R.O.C. military research organizations have their features and special research mission. |Most S&T research performance evaluation factors can base on the “An Integrated Planning System for Evaluating Research Capacity of Science and Technology”, but they need be adjusted for military research organizations. These adjusted research performance evaluation factors would help R.O.C. military allocate its research resources. Therefore, better research capacity and performance can be carried out by R.O.C. military.
