Summary: | 碩士 === 國立東華大學 === 環境政策研究所 === 91 === Ecolabelling is a label for guiding consumers to select a product or service, which cause less damage to the environment. This thesis explored the attitude and perceived needs of elites in ecotourism society toward ecolabelling system in Taiwan, and took whale-watching as an example to test the flexibility of adopting ecolabel on whale-watching in Taiwan.
The research method included literature review, questionnaire survey and stakeholder assessment. The researcher also engaged in the project of whale-watching strategy alliance run by Taiwan Cetacean Society to observe the dialogic of stakeholders. The target of survey is the member of Taiwan Ecotourism Association. A total of 295 questionnaires, around 40.67% were returned.
The result of survey found that the urgent target for certificated is 「Interpreters」. The appropriate funding body is related with the internal governments, such as 「council of agriculture, R.O.C.」,「Tourism Bureau, R.O.C.」.The appropriate certifying body are non-government organizations, such as Taiwan Ecotourism Association. The criteria for issuing ecolabels include 18 items, such as emphasize the sensitivity of local culture and respect, or tourist environmental education.
Based on survey results and stakeholder analysis, this research proposed some flexible models for contributing ecolabel system for Taiwan’s whale-watching. The urgent item for certification would be tour boat, interpreters, or tour package. The foci of certification range from reducing the environment impact, setting environment education, increasing the local economics incomes, respecting culture, to developing the finance advantage of environmental protective plan. The funding body is Tourism Bureau, R.O.C, or Council of Agriculture,ROC. The certifying body should be formed by Taiwan Cetacean Society.
This research also proposed some recommendations on the further research and policy applications.
