Adopting the approach of organizational streamlining and government corporate-structuring, the Government invites private sector participation by decreeing "Guidelines for Private Sector Outsourcing by Executive Yuan and Its Various Organisations" and "Guidelines for Instituting Committee to Oversee Government’s Private Sector Outsourcing" effective as of 4th May 2001. The purposes of which include: (1) adjust government role and capacity; (2) empower adroit civil manpower; (3) optimise private sector resources to enhance public service efficiency and quality; (4) enhance national competitiveness, and create a vigorous environment of state and private sector alliance. Accerding downsizing was implemented by the way of as ‘attrition’ and ‘outsourcing’ in 2002. The island’s ardent pursuit in economic development over time at the expense of ecological environment has invariably led to progressively deteriorating living quality, further acerbated by the public’s tenuous conservation awareness that inadvertently ensues eco-damages. The constant threat of landslide today has impelled to the public address the natural conservation issue with due gravity. Causality irrefutably exists between human survival and ecological preservation: the escalation of population and over development of natural resources sabotaged eco-balance, causing global climate changes. As a member of the international community, Taiwan certainly must play its part. Of late years major adverse changes in Taiwan’s eco-environment have gradually surfaced, making attaining some sort of balance between economic development and environmental protection is pressing, critical issue in the agenda of sustainable development of natural resources. The achievement of these goals lies with enhancing the public’s eco-conservation awareness. It is a ubiquitous consensus that education is instrumental to instilling correct conservation concept, and surely in synergy with the employment of interpretation can only aggrandize the efficacy. As the Government is faced with dwindling coffers, mounting deficits while the public grows more demanding of the state, one of the solutions is to build a collaborative platform for the conservation of Taiwan’s eco-environment via cooperation between the state apparatus and the private sector in purveying public services and financial assets, which serves the double benefits of alleviating the government’s financial burden while gratifying the public’s needs for participation, making it a win-win or even multi-win policy. This study employs the methodolo gies of literature review and questionnaire survey. The purpose of the former is to understand relevant theories both domestically and abroad and to explorine and examinine related literature in predicating research foundation. Questionnaire survey is intended to supplement where literature analysis lacks with field accrued findings and experiences for more exact grasp of problems in proposing substitute plan more apposite to the government downsizing of interpretation manpower at present.
