Promoting the Legislative Yuan’s position and its professional job division may be seen as two critical processes in the democratic development in Taiwan. While Legislative Yuan is gradually growing to be the major forum for policy debate and competition among political parties, the congress assistants who help legislators in preparing political issues play very important roles. Nevertheless, the public is generally ignorant of the contents and features of the congress assistants’ jobs. There are only a few study works about the satisfaction of congress assistants’ jobs. Therefore, it is necessary to explore into the field of congress assistants’ jobs satisfaction.
Referring related works and exploring the congress assistant systems in USA and Japan, this study addresses several aspect factors including the variations of “personal attribute”, “professional competence”, “leadership style”, “job environment”, “job characteristics”, “salary and benefit systems”, and “work vision” to constitute the configuration of this study. Thereby the questionnaires are designed for statistic analysis.
According to the findings of this study, the subordinate factors, “gender”, “political party participated”, and “ in the same political party with the legislator”’, in the personal attribute analysis affect the aspect factors of job satisfaction and further the job satisfaction. The professional competency also affects the job satisfaction. The other aspect factors including “leadership style”, “job environment”, “job characteristics”, “salary and benefit systems”, and “work vision,” indicate positive correlation with job satisfaction. In various aspect factors, the congress assistants present higher job satisfaction with “leadership style” and “job environment” while the lowest satisfaction is with “salary and benefit systems” that is the aspect factor most significantly affecting job satisfaction. This result is worthy of in-depth thinking and discussion for the government and all legislators.
Whereas the congress assistants’ jobs satisfaction affects the performance of the legislators in political affairs, the quality of legislation, and the interaction between the Legislative Yuan and the Executive Yuan, this study tries to find out the factors affecting the congress assistants’ jobs satisfaction for the reference of the government and all legislators. Through improving management and systems, it is expected to increase the congress assistants’ job satisfaction and further establish a professional congress assistant system to enhance Taiwan’s democratic development.
