It is hoped that the conclusions can be presented to educational administrative authorities as reference to modify educational policies and strengthen the functions of counseling and teaching. The population of the study was the first-grade students, their parents and teachers at public industrial vocational high schools in the school year of 2001. The sample was stratified randomly selected including students, parents, and teachers from eight schools in the northern, central, southern, and eastern Taiwan. The instrument of the study consisted of three sets of questionnaires for students, parents, and teachers. The collected data was analyzed by T-score, frequency distribution, percentage, means, standard deviation, t-test, one-way ANOVA. The conclusions of the study were summed up as follows: (1) The majority of the students who got permission to enter new schools were by means of registered distribution while the minority was by application. (2) There was no significant difference in the learning achievement among students via different ways to enter schools. (3) Significant difference was found in different genders. (A) Female students performed much better than the male in moral achievement, intellectual achievement, and skill achievement. (B) Male students performed better than female students on physical achievement. (4) There was significant difference in the intellectual faculties among students from different departments. In term of ranking the students’ performance from high to low order was as following: computer science, electrical engineering technique, machinery engineering technique, electronics engineering technique, chemical engineering technique, drafting technique, automobile technique, civil technique, and architecture technique. (5) As regards to the students, they held a positive attitude toward “supplying multiple choices” while a negative attitude toward “emphasizing learning process”; in other words, they think there is still a lot to improve in “emphasizing learning process”. (6) As regards to the students’ parents, they took a positive attitude toward “having more schools to choose on their own” while a negative attitude toward “increasing educational opportunities for the minority ethnics”. It means the effectiveness of practice needs to be strengthened. (7) As regards to the teachers, they held a positive attitude toward “cultivating students’ various viewpoints” while a negative attitude toward “ developing each school’s specialty”. It means that the goal of developing school’s specialty needs to be strengthened most.
