But people always to pay close attention to uneven medical quality for a long time.Because the health insurance set up an objective to strictly control the medical expense,human beings worry that the negative influences to medical quality. At present，enterprise group always intervene the operation of medical institute in Taiwan. It’s a fear thatit it will accomplish the loss of public health.and the rise of medical expenses.The operation quality to recognize as medical quality, as same as the management results to medical effects.The objection of this research is to confer the optimal medical care behavior under effort uncertainty.In this paper, we analyze the medical behavior and risk premium under effort uncertainty. Moreover, the issue of how the consumer utility function to influence the medical quantity and quality, and to modulate the feasible policy.
