The form of technology acquisition, technological capabilities of business and imported technological characteristics are decisive influences to business technological innovation performance in the process of technology upgrade. This text utilize completed observation system to open up and to understand produced technology. Then according to technology capability of case to estimate results for different policies. Introduce to Petri net to model growth of technology mode, and examine the mode for safeness, reachable, bounded, and reverses. Then match up fuzzy to simulate, finally the solution to an integrated dynamic model.
