The relationship could translate directly to success or failure depends upon how well they work together. Problem that result from this interaction between these two diverse groups has been recognized. In its simplest formulation, the problem involves effective communication. In its more complex form, there were perceptual differences existed in these two groups. Perceptual difference among IS users and IS staff about how system analysts perform their jobs, include job skills and job roles within a project team, if they were existed, could affect behavior. When the extents upon perceived User Involvement of these two groups are the same, less obstacles occur during system development will be recognized. In a survey of perceptual difference about IS users and IS staff in the information system development life cycle from Taiwan Power Company, by using MANOVA and Profile Analysis methods are implemented. Results from 146 questionnaires show that IS staff and IS users differ significantly in their perception of skills and roles for system analyst, but not significant for non-salary incentives. In system testing stage, the two groups significantly show different views regarding User Involvement. At system analyzing and designing stage, these two groups show the same perception.
