碩士 === 國立體育學院 === 體育研究所 === 91 === This thesis aims to investigate the situation of issuing athletic lotteries in Mainland China. In Mainland China athletic lotteries have been approved by Yuan of National Affairs and uniformly distributed on whole-country scale since 1994. The principle of issuing athletic lotteries in China is ”gaining from people and serving people”, therefore its main task is to collect public funds to hold large-scale sport games and to support the “National Fitness and Health Program” and “Winning Olympic Game program”. The research methods applied in the study are historical and documental analysis. By reviewing and cross-examining official codes and documents, periodicals and other literature from Mainland China, along with paper from Taiwan, this author explores and analyzes the meaning and history of issuing athletic lotteries, authorities for managing athletic lotteries and their duties, the sorts of athletic lotteries and their relevant regulations, the use and allocation of welfare contributions from athletic lotteries in China. After identifying the success and failure of issuing athletic lotteries in Mainland China and concluding the findings, some suggestions are given for developing athletic lotteries in Taiwan in future at the end of this study. These conclusions are given as follows: I.The phases of development of athletic lotteries in Maniland China The first phase (1984-1993)of the development of athletic lotteries in Mainland China is from issuing the memorial athletic lottery to building the athletic center in Fu-jan province. The second phase (1994-∼)started from the enactment of “Temporary Regulations for Issuing Athletic Lottery in 1994/1995” by Yuan of National Affairs. Since October,2001 the Management Center of Athletic Lotteries, which was founded under National General Agency of Ahtletic Affairs, officially begun to issue soccer lotteries. II.Meaning of issuing lotteries The essential meaning of issuing athletic lotteries is to collect public funds to support National Fitness and Health Program and to hold large-scale athletic games.In one word, the meaning is to obtain fund from people and to use fund for people. Ⅲ.The policy and regulations of issuing athletic lotteries in Mainland China In 1994 Yuan of National Affairs approved to issue athletic lotteries to stabilize lottery market, National Athletic Committee promulgated《The regulation about management of issuing athletic lotteries in 1994-1995》. The regulation clearly defined the rules about the distributing, printing, sort, value, cost, ratio of contributions of athletic lotteries, etc. Ⅳ.Contribution of athletic lotteries to developing of public athletics According to regulations, there must be 60% of gain from lotteries allotted to National Fitness and Health Program.And by the allotment health centers have been building in many places. Ⅴ.Contribution of athletic lotteries to developing of game athletics According to the regulations approved by National General Bureau of Athlete,there must be 40% of gain from lotteries for “Winning Olympic Games Program” in order to assist to hold international or national large-scale games. In addition, the contributions has partly allotted to training exellent athletes and preparing the 2008 Olympic Game. Ⅵ.Contemporary situation of athletic lotteries According to statistics until 2001, the total sum of the gain from athletic lotteries in China is 3423 million and 9000 thousand yuans and its welfare contribution is up to 1027 million and 2000 thousand yuans. In particular in 2001,the welfare contribution is 440 million and 9000 thousand yuans. Until October 2001, the nation-wide football lottery sale is up to 87 million yuans and its welfare contribution is 26 million yuans devoted to National Fitness and Health Program and Winning Olympic Games Progra.
