To deal with such a disastrous situation, government formulated a lot of policies. But there are many dilemmas encountered in the processes of policies implementation, especially in Community Reconstruction policy. And the performance is considerably reduced.
This study attempts to focus on the government capacity and actual implementation in Community Reconstruction of the 921 Earthquake Post-Disaster Recovery Commission. The research methods of this research are consist of data analysis and interview.
Through integrating related concepts and observing the operation of Community Reconstruction of the 921 Earthquake Post-Disaster Recovery Commission and finding of this research: 1.The impotent of Government Capacity.2.The duties of governments were not defined clearly.3.Lack for recognition of coordination among governments.4.Lack for autonomy of local government.5. Conflict-settlement mechanism.
Through the examination of government capacity and based on the finding of this study, the author suggests the follows: 1.Reform the officialism.2.Strengthen the autonomy of local government.3. Improve the consultation mechanism of public authorities.4.The clarity of policy standards.5.Build on Public-Private Partnership.
