Summary:碩士 === 國立成功大學 === 政治經濟學研究所專班 === 91 === In recent years, the domestic economy is declining, and related economy is infrastructures are also behind schedule, especially in the “governability” and “implement capacity ” hot issues. In fact, in order to formulate, advance, and to execute an important public policy, we must consider a lot of interaction relationships among different government units, that is to say, policy success is built upon proper institutions and cooperations among partners. To discuss this issue, according to the theoretical research literatures and case studies, this paper constructs the interface variables of the relationships between the central and local authorities, and intends to grasp the complicate relationship of one historical case study process. Through Honmau Port village-moving case, which extends over thirty years and goes through different political phases, this study has employed in depth interview, and document analysis to clarify the cause-and-effect relationships of the variables under review. In conclusion,there are four key issues of governability and compliment capacity : about central and local authorities power segregation, interaction and monitor, cooperation, and government difficulties, we also discuss the theory and laws, integrate others’ advices and personal studies, and conclude the policy outlooks and prospects to make our policy suggestions.
