In Taiwan, the telecommunications market is becoming more and more competitive with telecommunications liberalization. Taiwan Telecom Group was established last year. Its organizational structure is different from Chung-Hwa Telecom Corporation, but they rival each other in telecommunications services provide. This research tries to probe the business logic of the telecommunications operators from organizational structure, and uses the point of view of environment, strategy, and organization to analyze the other issues, such as external environment, strategic logic, organizational capability and core competence. The cases for the research are located on Chung-Hwa Telecom Corporation and Taiwan Telecom Group. There are five main results as follows: 1. Advanced technologies will become the greatest power in the telecommunications environment, especially information and communication technologies. And telecommunications regulation should be revised to go along with technologies; 2. Digital convergence will lead to industry integration. Telecommunications operators that leverage competence to enter related fields can build and sustain their competitive advantage; 3. Using strategic resources effectively, incumbent carrier can sustain its leadership in the telecommunications industry; possessing human resources quickly, new entrants can compete with incumbent carrier; 4. Establishing “telecom group” has some practical benefits; 5. In the trend of digital convergence, telecommunications operators should reposition their original standing, and take advantage of the power to help third party grow. So far as telecommunications operators are concerned, either telecommunications liberalization or digital convergence happens, they should leverage competence to enter the related fields, and set up telecom group in keeping with the trend of industry integration.
