It can be divided into two parts ---- one is to examine the importance as well as the influence of CEOs upon strategic planning system and the later one is to measure strategic planning system by direct evaluation instead of the financial performance according to the past model. The samples in this research are mainly collated from Service Industry/Manufacturing Industry in Taiwan. We sent 600 questionnaires for CEOs and their colleagues participating in strategic planning. For CEOs, we got 113 usable questionnaires back. The results show that: 1.Industrial environment, the cognition, and the participating degree of CEOs in strategic planning are correlated with strategic planning system. 2.Manufacturing Corporations and large firms can use more technical strategic planning than Service Sector and small firms. The strategic planning adapted by the enterprises at development is more comprehensive than the enterprises at maturity. 3.The higher the degree of strategic planning and the more the correct knowledge about strategic planning CEO is capable of, the more the benefit of strategic planning will produce. 4.The more the correct knowledge about strategic planning and the higher the degree of participating in strategic planning CEO is capable of, in addition, the higher the degree of strategic planning with “comprehensiveness,” “technology,” and “integration”, the more the positive influence on the system benefit of planning system. 5.Not only the interaction between CEOs’ participating degree of strategic planning and strategic planning system but also the interaction between industries and strategic planning system is significantly positive.
