碩士 === 國立成功大學 === 交通管理學系碩博士班 === 91 === In recent years, the demand of air cargo services have grown sharply in Asia, especially in Taiwan. In the meanwhile, the government offices have drawn up several air cargo service development policies. However, because of the restricted government resource, it’s difficult for government to implement all strategies in the same time. Consequently, how to select strategies which conduct to the development of the air cargo industry has become an important issue for the administration. Therefore, we try to construct a conceptual framework for evaluate strategy’s priority. In this study, we take two indexes, including weight and feasibility, for determining the priority of the strategy. Above all , the hierarchical structure of the strategy selection problem on development of air cargo industry will be constructed based on six aspects: international airport competitiveness, trans-shipment business, route right, air cargo logistics center, air transportation management system, direct flights across the Taiwan Straits. Then, we develop a mathematics model which combines with Fuzzy Analytic Hierarchical Process (FAHP) and Goal Programming (GP) to decide the weight of strategy. In addition, we use Linguistic Variable to measure the feasibility of the strategy. Finally, in the ranking of the development strategies, we take the product of each strategy’s weight and feasibility to determine the priority of strategies. The outcome of the research with help us to have an insight into the air cargo service policies in Taiwan. Moreover, the result of the study provides objective and systematized information for the administration offices and the air-cargo related enterprise.
