However, the requirement for the change of utilization, industrial behavior and government policy has altered the strategy of low-land development. Overall basin management technique has been brought to deal with the setting up of the strategy, which considers both engineering and non-engineering methods, and also involves the environmental issues. The design of the drainage system for Tainan Science Park has used the strategy and is considered as an examining case in the present study. Other low-land treatment examples, international or local, are also examined. Through this study, it is suggested that the low land area should be considered as a major green zone for the basin overall development. More green zones would moderate the ecological responses of the surround areas which may be altered by some heavy industrial developments. It can also be considered as one of the non-engineering measure that can reduce the flooding risks. On the other hand, it is also a pity to found that in Taiwan, the Comprehensive Country Land Developing plan, Regional Plan, Urban Plan and River Management plan are individually planned. The future master plan should incorporate these plans so that it can be carried out more effectively.
