Summary:碩士 === 國立成功大學 === 土木工程學系碩博士班 === 91 === The performance evaluation and feedback are management tools that can access how effectively business strategies are being implemented, determine if the desire results are being achieved, and provide information to identify areas in need of corrective action. This research uses 17 measures to evaluate the performance of construction input, process, and output. When having the inadequate performance, it can use the performance feedback system to analyze the reasons for inadequate performance. The inadequate reasons are derived from the Research Development and Evaluation Commission’s behind-schedule reasons, which belong to 13 categories from administrative operation to nature factor. By further discussion, the thesis finds out when the reason happens, which level of administration takes responsibility, and suggests corrective methods. This research also links the requirements of ISO quality management, development performance evaluation system, and feedback system. It provides reference to government organizations who need to follow ISO on construction projects. In order to offer bases for engineers executing performance evaluation, this research designs concise evaluation procedures. The procedures were designed based on the standard contract articles and specifications of the Public Construction Commission of Executive Yuan. The evaluation procedures define evaluated units, evaluators, and data source of evaluation, evaluation timing, and evaluation feedback.
