What has hurt Kinmen most is the Japanese pirates during the past dynasties. Something ironic is that people in Kinmen have enjoyed a peaceful life that doors could remain opened in the night for decades during the time when Kuomingtang was confronting with the Communist Party. Yet, putting the Mini Three Links into practice caused deep concern of the people on the public security. Public security issue turned out to be the key to the success of Mini Three Links. The organization has been scaled down due to the tighter financial situation of the Government; the resources to fight against crimes of the public security organizations would be much less than before. Nevertheless, crimes on the 3 sides of the Strait only keep growing. The trend will not be improved simply by teaching people in Kinmen to observe the laws and morality. What people on the 2 sides of the Strait are to strive for is to establish a crime fighting mechanism. Yet, this vision is not to be fulfilled anytime soon, considering the current political atmosphere and the preparation on the 2 sides of the Strait. To maximize the efficiency will be one thing workable after reviewing the current organization function. The target of this study is the public security organizations and non-governmental institutions, covering the decade between 1992 and 2002 when Mini Three Links was put into practice. The main concern is the outcome and statistics analysis of the combined operation and execution mode of organizational network for public security. It is expected that, through this study on the imperfections of the combined operation of organizational network for public security, a new mode of collaboration between the organizations for public security can be rebuilt and a reference can be made for mutual fighting against crimes crossing the borders between Kinmen and Xiamen. From this study, we found out that matrix organization is of referral to the current and future temporary collaboration organization in Kinmen area. Many imperfections remain in the combined operation of organizational network for public security. Sincere collaboration was influenced by the departmental egoism. The intergovernmental management provides a more powerful analysis base to help understand how to solve the problems. Whether each organization has the equal authority will effect the efficiency of the combined operation for public security. Despite of the fact that the plan is complete, the outcome will be less satisfactory if it is not thoroughly executed. Crime fighting will not be in time as the collaboration from the 2 sides of the Strait is missing. This study recommends an Emergent Public Security Crisis Management Team be established with relevant plans set up. Combined Operation for Public Security in Kinmen Area needs to be restructured to strengthen “collaboration incentive,” “collaboration will,” “collaboration ability” and “collaboration capacity.” Thus, each organization involved will maximize its efficiency. Leader should pay special attention on the execution of his/her organization. Members in the organizations are to abandon the preconceived ideas to work together so that the function will be maximized and everyone has a sense of participation. Information and intelligence are integrated with benefits shared to develop the organization collaboration function. The relevant regulations and standard procedures based on the Kinmen Agreement are to be formulated and the seminars for combined operation system for public security from both sides of the Strait will be of help to improve the consensus and mutual understanding.
