Compared to the expenditure of drug in 2001, 84 billion and 900 million dollars, the above expenditure on drug from the public hospital was thirty percent of the total drug payments of the NIB.The government budget deficits causing the annual increasing slash in government spending, the adoption of policies of being self-sufficiency/self profit and loss, the expansion of the private hospitals, the global budget of the National Insurance Bureau (NIB), the public hospitals meet the great impact. This study is to discuss the following topics:(1) what is the benefits of the Public Hospitals Allied Drug Purchasing System (PHADPS) Under the current NIB’s drug-payment policy? (2)Does it work that NIB uses the methods of the drug price investigation and drug grouping to adjust the current drug payment. The data of this study is to analyze the public hospitals’ purchasing payments and NIB drug payments ranging from 1997-2002 and what are the benefits. Hope the conclusion could be valuable to the medical experts, pharmacists, academics, governments officials and procurement personnel etc. Following the probing into the depth of the related and professional interviews, the insights will be the foundations of the reformed (PHADPS). The conclusions of this study are as follows:(1)PHADPS is beneficial to the public hospitals.(2)It is not proper for the public hospitals to buy the drugs according to the prices set by the NIB neither does NIB take the responsibility of the PHADPS.(3)The NIB using the drug price investigation and drug grouping to adjust the current drug payment can not completely solve the drug price deviance(Black hole) because the fees of the above drug price deviance could be easily replaced by other drugs.(4)The public hospitals’ first priority is to ask for the reasonable drug price deviance as well as the costs of drug management.(5)According to the renovation of the new surveys, the satisfactory rate reaches above 73%. The results of this study could be a valuable reference for the Department of Heath, National Insurance Bureau, the public hospitals and the government procurement agencies in management as well as supervision.
