This study developed a web-based learning environment based on the concepts of Constructivism and cooperative learning for a vocational high school programming language course. The learning environment was constructed to meet the needs of a programming language teacher, so the teacher can use it as the supplementary tools for the course, such as presenting the teaching materials, on-line interacting with students…etc. The environment also serves as the communication tool for the students, such as bulletin board, group discussion. The purpose of this study is to exam the effects of the web-based learning environment on students’ learning motivation, learning achievement, and the group members’ interactive behaviors during their project discussion. Two classes of the programming language course from a vocational high school participated in the experiment. One class used the web-based learning environment for their project discussion. The other class served as the control group using the in-class discussion. The result revealed that there were no significant differences on students’ learning motivation and achievement between web-based learning group and in-class learning group, but the interactive behaviors of group members in web-based learning group were leading their thinking to a higher level thinking process.
