The TVE system offers a stream of workforce to the industry, and becomes one of the important thrusting factors to the R.O.C. “Economic Miracle.” However, while entering the new millenniums, the infrastructure of the R.O.C.’ industries is changing multifaceted and rapidly. It also brings in impact and challenge to the administrative system of the TVE system. This study explores and surveys the detail contents of requiring skills and knowledge of the TVE Business Administration workforce, both from the aspects of the industrial requirement and the fast changing environment. Hopefully, the findings of this study propose some initiatives to the strategic formulation of the R.O.C. TVE Business Administration education system. While the industrial operation infrastructure is changing, the R.O.C. TVE system offers skills and knowledge to meet the practical industrial requirement of the time. Aside from balancing the general knowledge vs. professional skill training, the TVE system should also preserve the characteristics of “teach for usage”, “apply after teach” and achieve the goal of “utilization teaching”. To enhance the competence of students should be the major concern of future development of TVE. To explore the market attitude to the requiring skills and knowledge of the TVE Business Administration workforce, this study establishes the requirement hierarchy from the market point of view, develops the content indices of each requirement by interviewing the field experts, conducting a questionnaire survey, and then analyzing the data in Analytic Hierarchy Process (AHP) analysis. According to the results of the analysis, the “vocational skill” aspect is the fundamental requirement from the overall market to the TVE Business Administration workforce; furthermore, “vocational knowledge” is the most important index in the contents of “vocational skill”. This shows that the practical vocational skill and knowledge are the primary consideration when the industry circle recruits new hands, and this should be the major concerning factor when schools of vocational business and administration plan their development strategies. When considering the particular fields of industry, there does exist some differences of requirements between traditional industry, high-tech industry, service and financial service businesses. And the emphasizing priority of each index within each requirement differs significantly between particular fields of industry.
