But the activities of estimate are extremely difficult. There are many product complixity measures proposed but few process complexity measures propose. According to related researches, the software complexity has the positive relation with the development cost. In other word, the higher process complexity will spend higher development time. This research proposes a complexity measurement method and finds out the relationship between the process complixity and the development time.
