The dissertation studies how to design the threshold theories for government procurement﹐but the related theoretical literatures are absent﹐so the dissertation try to establish the complete theoretical threshold model for government procurement from laws﹐practices﹐literatures and economic theories ﹒Then﹐the dissertation gets four important results：first﹐to establish the meaning﹐limited and approach of threshold theories for government procurement﹒ second﹐to collect auction literatures and procurement auction literatures﹐then﹐ find out some approach to establish theoretical model﹒third﹐to design the optimal competitive threshold for government procurement﹒fourth﹐to compare the threshold model with domestic theoretical literatures and related data﹒
