If citizen express their opinions in this stage, it will increase the agreement of citizen for policy. Hence, citizen participation is one of the most important subjects of Public Policy Planning. Citizen participation provides a chance for citizen to participate in political decisions and affects the decisions of policy. Taichung Winery was established eighty years ago when Taiwan was under Japanese’s colonization. Due to the facilities of alcohol production was out of dated, the area turned out to be unsuitable for the district. Although this area had became residential area, commerce area, and parking place in the city master plan amendement, there were still alcohol production buildings and facilities in this site. Therefore, some private groups took action to preserve the Winery. The activity appears the attention of government. Thus, this study explores the level, the ways, and the limits of citizen participation by studying the case of “Taichung Winery Site Preservation and Redevelopment”. If citizen participation lacks of people join it, it will lose its meanings. Hence, this study bases on behavior theory to explore the effective factors of citizen participation and to check the relation between the effective factors and participative willing. According to the result, the effective factors affect the participative willing. Hence, we should improve these factors in order to put the citizen participation into effect.
