Coupled with rising democratic movement and citizen participation, a better mechanism in resolving land use conflicts is called for. This paper examines the land use conflict between special-education high school and general-purpose high school in Taichung city. Originally planned as a general-high school site, the SH-18 site was rezoned to accommodate the building of special-education high school as a citywide public facility. Opponents, in fear of declining land values, use all political means to overturn the decision. Arriving at an impasse and zero-sum game, all stakeholders were not able to resolve the critical issue of special-education demands in the city.
