Description
Summary:碩士 === 逢甲大學 === 建築與都市計畫所 === 91 === Traditional blue-printed land use plan pre-assigns the functions of each urban land. Rapid urbanization and increasing urban activities in recent decades has created incompatibility of land uses in most urban areas. Coupled with rising democratic movement and citizen participation, a better mechanism in resolving land use conflicts is called for. This paper examines the land use conflict between special-education high school and general-purpose high school in Taichung city. Originally planned as a general-high school site, the SH-18 site was rezoned to accommodate the building of special-education high school as a citywide public facility. Opponents, in fear of declining land values, use all political means to overturn the decision. Arriving at an impasse and zero-sum game, all stakeholders were not able to resolve the critical issue of special-education demands in the city. Through conflict analysis method, this paper examines the interests involved and the conflict spiral in action, and offers a future solution.
