Summary: | 碩士 === 逢甲大學 === 工業工程學所 === 91 === To survive in the transient environment, an enterprise has to improve their quality, shorten the lead-time and reduce the cost in order to increase the capability of competition. Value engineering has been applied in ordinary business for a long time. This article will discuss how the system management technology of the value engineering can apply on the R&D projects. What is the more economical way to accomplish the projects and also ensure the quality, keep on the schedule and reduce the cost at the same time.
This article uses the development of the military simulators as an example to discuss the method of carrying out the value engineering analysis during the design period while the military’s budget is shortening. It also uses the statistical data, which is collected from 8 simulator projects and 33 instrument parts purchase procurement cases, to discuss when is the appropriate time to apply value engineering to control the schedule.
Cockpit instrument display system is used as the analyzing subject in this case. Comparing the main equipment cost, it is showed that the graphic display system is 8.14 million dollars cheaper than the simulate display system. It will save 14 million dollars while the life cycle cost is calculated by the net present value method. This article suggests a worthy management procedure which can apply the value engineering on the R&D project.
