The most important value-added for the enterprises is, based on the concept that these three systems are of the same, to maximize the effectiveness with the lowest cost and to build a management system to handle all the problems concurrently; so as not only to meet the criteria for certification, but also take care of both the effectiveness and efficiency of the quality system, with the improvement of integral capability. The related principles of the international environment-safety-health quality system are investigated. In the beginning, using Concurrent Engineering concepts and tools, the step of Plan(P) in the process of PDCA( i.e. Plan, Do, Check, Action) is studied. The critical to interested party of environment-safety-health quality are effectively identified, In the step of Check(C), using knowledge management concepts, simple but feasible application and model is integrated. This model can be easily applied to enterprises, enhances their integral competitive edges, and hopefully shows them the road map to sustainable developments.
