| Summary: | 碩士 === 逢甲大學 === 土地管理所 === 91 === The economic development and restructuring of industries made the population flooded into urban areas. The demand for land has far exceeded the supply, and open space, then, has been changed into urban uses. Therefore, there were tremendous land use conflicts and various types of land use compete with each other. With the past experience, open space has never been protected for reasons of environmental or the improvement of the quality of life and only been treated as a necessary element on the planning-map. The City of Taichung is no exception. Urban sprawl made open space disappeared. However, a city to be sustainable should pay more attention to open space protection and land use planning and control.
This study attempts to investigate into the problems of land resources use aim at the reason why open space was lost with the concept of growth management. This study made in-depth interviews with experts in academic and government fields to gather their opinions and suggestions related to these problems.
This study found out that the major reasons of open space loss are: the absence of laws and regulations, the techniques of planning and control are lacking, policy and market failures in protecting open space. In order to resolve the problem of land use conflicts with urban expansion and make land use more efficiently and equally, environmental education and modern techniques of urban planning and control should be necessary.
