Due to the long-term monopolization in defense industry and lack of competition, currently it is obvious to see the gap in terms of effective business management between the government own Arsenal and civilian enterprises. Meanwhile, as the government boasts its reorganization to meet the demands from the civilian for reshuffle and eliminating bureaucracy, the Arsenal, on its own, is forced to come up with the pace to avoid further degeneracy. . The purpose of this study is to discuss the effective operation of Arsenal from the point of organization change, strategies, and management. A qualitative method is being used for analyzing the issues, where Arsenal is one of the primary concerns with during organizational transformation. Research’s conclusions can be summarized as follows: A.To enhance the operation effectiveness of Arsenal, a feasible approach is to maintain its unique characteristics along with optimal operation pattern chosen to fulfill the Army requirements. B.Prompt and reasonable dealing with the retirement, and layoff of employee are the key successful factors for reorganization and eventually reduce confrontation. C.Reorganization shall concentrate on business agility, managing ability of core techniques and relevant activities.
