By push of learning mechanism, we can raise management skills to all management employees and non-management employees who are potential to overcome critical changes of business environment. Now the global financial market has been in a situation that develops and changes style quickly. Our financial market will run into a new and drastic competitive environment from a long view. If a business wants to innovate and makes progress, it must learn repeatedly. This research is based on the theory of the organization learning and it investigates the cognition of organization learning plan of business to get implementation for employees. It finds five factors and study of relation between the cognition of organization learning factor and management effectiveness. They include: 1. There are five factors in “The Cognition of Organization Learning Factor” including: develop learning capability of employees systematically, organization interaction learning, operation of knowledge management, promotes learning motive systematically, knowledge sharing of organization members. There are three factors in “Management Effectiveness” including: establish organization manpower training program energetically, design the work goals with high performance, organizational influence. 2. By analyzing that we can know the key point of organization learning factor are management and knowledge acquisition for employees. The organization can promote management effectiveness by operation of organization learning. Moreover, it can promote capability of employees, capability of knowledge and objective of continue knowledge to come true. 3. There are five personal variety factors to make difference of the cognition of organization learning plan for business employees, including gender, title, age, seniority and education background.
