However, once a new park has been established, extensive maintenance is required. As the number of parks increase, the cost of this maintenance also increases. With these escalating costs and the city’s limited fiscal resources, it is essential that park maintenance strategies be reengineered to ensure the cost does not prohibit other equally important government initiatives. In order to create sound strategies to develop high quality parks, and manage the financial burden of maintaining these parks, this paper explores three different approaches. Firstly, both international and domestic park management and funding strategies will be discussed. Secondly, public surveys detailing the public willingness for government spending will be analyzed. Finally, real life case studies will be examined. This analysis has led to the following recommendations: 1. If the management and maintenance of parks and parklands is suitable for outsourcing the government can grant concessions to private institutions. 2. Since neighborhood parks and parklands are closely related to specific communities, it is submitted that these communities can take over the management and maintenance with suitable government support and assistance. 3. Encourage public participation in formulating the strategies used to manage and maintain parks and parklands. 4. Utilize resources from non-profit organizations. However, for the above recommendations to be successfully implemented, existing obstacles must to be overcome. Below are suggestions on how these obstacles can be mitigated: 1. Amend legislation to eliminate inappropriate restrictions that limit the city’s fund raising options. 2. Fierce competition and the incumbent ‘Lowest price tendering’ policy has led to a decline in construction quality. To improve quality it is suggested to substitute this policy with a ‘Vendor of Choice’ policy. 3. Organize volunteer groups to boost the available human resources.
