In the market the power wheeling activities will arise. Therefore, it is worth studying in depth how to determine the power-wheeling tariffs that fit our future power market. The thesis collects the widely used power wheeling tariff computational methods, such as the postage stamp method and the four MW-mile based methods that include power flow based MW-mile method, modulus method, zero counter-flow method, and dominant flow method. The meanings, advantages and disadvantages of these methods are explored in the thesis. Besides, the short-run marginal cost (SRMC) based power wheeling tariff computation is investigated. To observe the effects of power wheeling on the power system operations, the thesis uses an incremental technique to evaluate the influences of the power wheeling injection on the line flow variations on the contract path. Rules of thumb are suggested to avoid the errors occurring in the sensitivity analysis for the incremental technique employed. To verify the feasibility of the related power wheeling tariff computations, two cases are studied in the simplified test systems. The test systems are adapted from the practical Taipower system. The PSS/E optimal power flow package is utilized to solve the minimal generation cost problem of power system with the bilateral contracts. Based on the marginal costs of the buses of the system obtained from the PSS/E package, the SRMC based power wheeling tariffs are computed. The simulation results reveal that the methods of power wheeling tariff calculations mentioned above are applicable for respective cases in the test systems. However, the dominant flow method seems more practical and unbiased than the others. The results derived in the thesis can be used as references for future studies.
