The communication condition of islands or island countries is usually limited by the natural environment which prevents people from obtaining information and materials from the outside world. However, the advancement of communication technology makes it possible to improve the issue and develops complementary and compensatory relationships between physical transportation. The developed telecommunication technology, which directly changes the utilization of lands and the economic resources, minimizes the discrepancy between city and countryside as well as the drop height of digit, thus promotes the overall competitive ability of the residents’ developments.
In this thesis, the strategy of “Strength Weakness Opportunity Threats” (SWOT) analysis, which includes the information of both interviews and questionnaires, is applied on analyzing the weaknesses and strengths of inner environment of Kinmen Island. Furthermore, the new threats and opportunities of development for the residents are also taken investigation of the analysis of SWOT to find possible proposals and decide through analytic hierarchy process the Key Successful Factor (KSF) among many possible factors for constructing the undersea cable between Kinmen and Amoy Islands.
To improve the bandwidth of communication between Kinmen Island and outside area, the Information Theory and the Accelerating Bandwidth Principle are used to find solutions for increasing communication efficiency. By the Dense Wavelength Division Multiplexing method, the communication capacity of the present two undersea cables between Taiwan and Kinmen can be extended and make it more important to construct the six-kilometer undersea cable between Kinmen and Amoy Islands, which not only can satisfy the continuously increasing requirement of the bandwidth of communication for the residents in both sides, but meanwhile establish the local network for Taiwan, Penghus, Kinmen and Amoy Islands to increase the stability of communication to south-eastern Fukien. It will improve their life and promotes their economic developments in the future.
