It becomes a very important topic how to decide seismic capacity of buildings. In Taiwan, the 1996 and the 1999 editions of “Seismic Capacity Assessment for RC Buildings” were respectively issued by Architecture & Building Research Institute, Minster of Interior. Until now the concept of the 1999 edition is reasonable, so structural engineers can easily accept it. Recently performance-based seismic design and assessment are developed in the world. It is a method of containing non-linear static analysis to analyze performance of the building in different levels of the earthquakes instead of the force of design-earthquake in the past. It can really reflect the actual performance of the buildings. It is worthy of note that ATC-40 and FEMA 273 are widely adopted in USA. In this thesis, we analyze the four cases based performance-based assessment of ATC-40 and, meanwhile time-history analysis is conducted. In addition, we also adopt two methods of “Seismic Capacity Assessment for RC Buildings” of Taiwan in assessing to compare differences between these methods..
